This setting allows you to control what groups are listed to a user when a private share is created by that user.
By default, all user groups are shown to the user. You can hide the groups that the user doesn't belong to. This can prevent sharing of files accidently to large groups.

Navigate to Settings->Misc

To show only the groups that the user belong to

Select "Show Groups Users belong to" from "group visibility" dropdown.

This will hide all the groups that the user is not a member of when a private share is made.

To show all the groups

Select "Show All Groups" from "group visibility" dropdown.

This will show all groups when a private share is made.
